Ras Al Khaimah, UAE – 10 September 2025 – in the presence of His Highness Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah, and with the participation of H.E. Zhang Yiming, Ambassador of the People’s Republic of China to the UAE, along with a number of sheikhs and senior officials, a special ceremony was held this morning at Jazira Aviation Club to witness the first demonstration flight in Ras Al Khaimah of XPENG AEROHT’s flying vehicle. The milestone event highlighted growing international cooperation in pioneering recreational and experimental aerial mobility technologies.
Following the successful showcase, a Strategic MoU [SM1] was signed between Ras Al Khaimah Transport Authority (RAKTA) and XPENG AEROHT, of Guangzhou, China, to cooperate on the advancement and application of flying car technologies in Ras Al Khaimah for the purpose of tourism and emergency rescue situations, as well as other applications. The MoU was signed by H.E. Eng. Esmaeel Hasan AlBlooshi, Director General of the Ras Al Khaimah Transport Authority, and Mr. Zhao Deli, Founder and CEO of XPENG AEROHT.
The signing ceremony reflected the importance of the occasion and the strength of partnership between the two sides.
The MoU aims to introduce innovative recreational and experimental aerial mobility technologies to Ras Al Khaimah. This includes cooperation in operating flying vehicles for trial and entertainment purposes, the designation of test and operation sites, and coordination with the General Civil Aviation Authority (GCAA) to facilitate certification and licensing procedures. The agreement also includes developing practical applications of this technology in tourism, recreational experiences, and limited emergency response services.
In this context, H.E. Eng. Esmaeel Hasan AlBlooshi, Director General of RAKTA nd Acting Director of the Civil Aviation Department, said: “The success of this first demonstration represents a new achievement that enhances Ras Al Khaimah’s position as a hub for cutting-edge global innovations. Our collaboration with XPENG AEROHT reflects an innovative and strategic partnership with the Chinese side, aligned with Ras Al Khaimah’s vision to support pioneering projects based on technology and knowledge.”
Mr. Zhao Deli, Founder and Chairman of XPENG AEROHT, said:

Under the MoU, RAKTA will develop necessary regulatory frameworks and infrastructure required to support operational trials, while XPENG AEROHT will provide technical expertise and advanced products to deliver a safe and successful experience. Future plans include expanding the use of flying vehicles in recreational tourism, aerial demonstrations, and limited emergency response services.
