Ras Al Khaimah Transport Authority (RAKTA) has signed a Memorandum of Understanding (MoU) with Shenzhen Urban Transport Planning Center Co., Ltd. (SUTPC) to strengthen strategic cooperation in smart transportation and the low-altitude economy, supporting the continued development of an integrated, intelligent and sustainable transport system in Ras Al Khaimah.
The signing ceremony was witnessed by His Highness Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah. The MoU was signed by H.E Eng. Esmaeel Hasan Al Blooshi, Director General of RAKTA, and Mr. LI Muping, General Manager of SUTPC, on behalf of their respective organizations.
Under the MoU, RAKTA and SUTPC will establish a framework for cooperation to develop and design pilot trials for smart mobility solutions and low-altitude economy technologies. The low-altitude economy is an economic sector built around commercial, industrial and public service activities that take place in near-earth airspace. The collaboration will cover autonomous mobility solutions, AI-powered mobility applications and specialized training programs, alongside cooperation in intelligent transportation, public transport and the exploration of opportunities to implement relevant technologies and solutions in Ras Al Khaimah in line with the Emirate’s development priorities.
This cooperation builds on the strategic relationship between Ras Al Khaimah and China’s Guangdong Province, formalized through a Memorandum of Understanding signed by both parties in November 2024. It also strengthens ongoing cooperation with Shenzhen in smart mobility, public transport and the low-altitude economy, supporting knowledge exchange and the development of innovative transport solutions.
During the discussions, SUTPC presented its full-scenario smart transportation solutions powered by TransPaaS, its next-generation intelligent transportation operating system. The solutions cover autonomous-driving management, low-altitude unmanned aerial vehicle (UAV) regulation, transport-energy coordination and applications of large artificial intelligence models. Through a platform-based, scenario-focused approach, these technologies translate data insights into practical operational solutions.
Building on this exchange, the two parties will explore the local application of relevant technologies and solutions based on Ras Al Khaimah’s urban development and transport needs. Areas of cooperation will include transport operations command and control, digital twins, public transport optimization, low-altitude mobility planning and the integration of autonomous mobility services.
Through this partnership, RAKTA and SUTPC aim to explore an integrated smart transportation solution connecting ground transport and low-altitude mobility, supporting the continued advancement of Ras Al Khaimah’s transport system towards greater integration, digitalization and intelligence.
As a next step, SUTPC will conduct site visits and needs assessments in Ras Al Khaimah, prepare a diagnostic report and work with RAKTA to advance the cooperation framework towards specific projects. The collaboration reflects RAKTA’s continued efforts to explore innovative transport solutions and strengthen the foundations for future-ready mobility in the Emirate.
